Police have identified Kai-Ji Adam Lo, 30, as the man they believe bypassed barricades, ramming a black SUV through a festival celebrating Filipino heritage. Investigators say the suspect was not motivated by terrorism, and was known to police through his significant history with mental health issues.
Eleven people died in the incident, and several more were injured.
The driver is now in custody. The festival was held to celebrate "Lapu-Lapu Day," a public holiday celebrating Filipino heritage.
Vancouver police ruled out terrorism as a motivator for the incident at the Lapu Lapu Day Festival, saying the suspect has a history of mental health issues.
